MINUTES
MARCH 21, 2016
The meeting was called to order at 10:00 a.m. by President, Gary Montgomery.

Laurie Sullivan gave a synopsis of Minutes from the Febrary 15, 2016 Homeowners meeting. They were accepted.
Treasurer’s Report: Bob Stamm
General: Net Operating Funds available, $285,747
Total YTD Income: $230,580; YTD Expenditures $80,112; Net Income YTD $150,468
Total Activity Funds Available: $55,087
Rental Property Balance: $7,372
Memorial Fund Balance: $3,489
Bob went on to report that the canopy at the maintenance area has been completed at $100 under budget. Pending the results of today’s votes, he will try to move more Activity Fund monies to a CD.
Bob also advised that a new credit card has been obtained and is in use.
Report was approved and put to file for future audit.
Old Business:
- Golf Course update.
A group of residents, represented at this meeting by Milt Jones, have met with the extension service agent and written up a long range proposal for maintenance of the golf course, including documentation of work done. President Montgomery and Beto have met with consultant, Bill Freeman, who suggests the same type of maintenance and stresses the importance of documentation. Soil samples have been sent to the Extension Service and Texas A&M. Results will be sent to Beto. In a restructuring of the park work load, Beto will become primarily responsible for golf course maintenance. Victor will manage the rest of the workers. Deep aeration of the golf course needs to be done. The difficulty is finding someone with the equipment to do the work.
New Business:
- There are several items of expenditures to be voted on by the homeowners. President Montgomery invited comments on the following:
- a) $6,000 from the Activity Fund for 2017 dances. The contracts to the bands are being signed now and deposits are due. The totals of $4,000 New Years Eve, $1,000 Valentines, and $1,000 March, will be offset by ticket sales and raffles at the dances. Total annual expenses are historically in the area of $3,000 but the bands require payment up front, thus the $6,000 on the ballot.
- b) $8,000 from the Activity Fund for a 25′ x 25′ metal building to house Granny’s Closet and auction storage. The building will be placed in the north side storage area, near electricity. Granny’s Closet will be given 10′ x 10′ of the space with 1 walk in door. Auction storage is the balance of the building with a double door.
- c) $10,000 from the Activity Fund to revamp the irrigation system on the golf course to allow independent watering of tees and greens, and other golf course maintenance. Other maintenance items include deep punching and weed control. It may become necessary to buy a deep punch machine.
- d) $7,000 from the General Account to complete the maintenance building. $10,000 has already been budgeted, this additional money will complete a 45′ x 26′ metal building.
- e) $7,682 from the General Account to purchase health insurance for the office manager and golf course superintendent. Proposed is a plan whereby the association pays 80% of premiums, employees 20%, plus deductibles and copayments.
- Work Orders. A new work order process has been implemented. Forms requesting work to be done by park staff are in the office and must be completed. The President will prioritize these and the work will be done by Beto or Victor, depending on the nature of the work.
- Lawn Trimming. A reminder that all winter Texans must let Veronica know who will be responsible for lawn trimming during the summer months. Jerry Oden will take on more work, Beto and Victor will be handling Larry Chariton’s jobs and will take new jobs.
- Thank yous. President Montgomery expressed thanks to a number of park residents: The Thiels and Andersons for the All Park Picnic, the North siders for the Beer & Brats St. Patrick’s Day party; the McHaneys and Murphys for running the Derby; the entire auction committee for a job well done; the volunteers who painted the laundry house, and all volunteers who help keep our park beautiful, clean and functioning.
- A question was raised by Ben Jendro about the Daffodil Ave expansion project. The President advised we are still waiting on the city to give us final plans and dollar amounts. It was suggested we hire an attorney, not affiliated in any way with the City of McAllen, who specializes in Right of Way law.
